2001 Mercury Cougar 2.5 liter Won't Start

My 2001 Mercury Cougar 2.5 liter won't start. When I turn the ignition on I can hear the bendix kick out the gear on the starter but can't get any farther than that. I've tried jumping it, jumpering from the small bolt on starter selenoid. No change. I've replaced the battery, the starter and the battery cable. Motor not seized. Any information would be greatly appreciated!!!
At wits end!

PS - When I took out the original starter I had it tested and starter is perfectly fine, replaced starter for no reason.....

Note: Sounds like a cable connection still and know that all the connections need be good. They are only as good as the weakest link if you will. Sometimes forgotten is that power TO an item must also RETURN thru ground and back to battery. Make sure the battery ground cable is cleaned up and snug at both ends of it too.

If there's a chance the engine is too tight - try turning it by crankshaft bolt with a socket - TAKE KEYS OUT OF THE CAR PLEASE IF YOU TRY THAT!

It also still could be the starter but lots less likely if two did the same and sometimes I doubt testing as it may not assimilate the same load on it as in the car.

Also: You can use good jumper cables to add ground from battery to engine block out of harms way as a test,

Just to add a thought..

Remove the serpentine drive belt and then see if the engine turns over.
A locked up alternator or other component can stop an engine from turning over on vehicles equipped with serpentine belts and auto belt tensioners.
