Does the bulb even work. It should light in either KOEO or when cranking just to check the bulb. Try cleaning the throttle body bore, clean the idle air control motor pintle, and clean the pintle bore, so it is free of carbon. Use a rag/toothbrush and some carb or throttle body cleaner.
