2000 Grand Caravan Rad. Fan Relay probs

My wife's 2000 Dodge Grand Caravan SE, 3.3L Flex Fuel, 2WD (FWD) mini van is overheating once in a while (in traffic) found out the radiator fan isnt kicking on, It finally dropped the "Radiator Fan Relay" code and I found the Relay and everything and can replace it but im not 100% sure thats the only problem, the passenger side fan is quite tough to move, does move but kind of rough in one spot during a full revolution. Any tricks to make it smooth again without replacing the whole radiator fan assembly or the fan motor, and also would that have anything to do with them not working?
Also: I meant it does spin fine except on spot on a full revolution where it gets tough, doesnt free spin like the Dr side one.

Replace the fan assembly. If you don't and you have a binding fan motor drawing too many amps, you'll toast your new fan relay.
You can probably get a Dorman p/n 620003 fan assembly for less than $140.
Would you rather spend the money and do it right or end up with an overheated engine with major damage? Your call.
