1999 4.0 Grand Cherokee

My 99 grand cherokee 4.0 engine temp gets hot quickly unless I am driving at freeway speeds (65-75mph.) If I slow down or stop I have to turn on the heater full blast to keep from overheating. The radiator, thermostat, and hoses are new (replaced for other issues before the whether here in AZ was real hot.) I was wondering if this was most likely caused by a fan clutch, water pump, or something else. There are no coolant leaks. The jeep also has an electric fan (tow package option) along with the standard fan and it seems to be working fine.

jersummers; Obviously, you already know that the fan(s) don't come into effect until you are at low speeds. The fan clutch should 'lock' up once the engine reaches temperature. It will 'free-wheel' when cold. The electric fan, on some engines, won't come on unless the A/C is in the 'on' position. You could use this as a 'back up' until you get this figured out. Generally, a faulty water pump will cause overheating issues at cruise speeds, due to lack of flow. Same with the T-stat.
