1998 vw beetle runs great or wont turn over

I have a 1998 vw beetle. The car was perfect before. but then pops got sick and vw beetle sat for 18 months. now when the weather is warm starts up immediately but when it is too hot or too cold at night when i start the car it sounds like flooded engine. However this car is injected. filled up gas tank twice and put injector cleaner inside. could fuel filter be the cause, maybe clogged?? What else could be the problem. once it is running it drives perfectly.
any ideas

18 months is a while to sit. Perhaps a tune-up including the fuel filter, check on any other maintenance due and go from there,
