1997 Saturn SL engine issue

I own a 1997 Saturn Sl 1 (1.9l single cam engine). On Sunday, when I tried to start it is took a few minutes of trying to get it to fire. Once it did the engine did not have the usual power and the engine had a lawnmower type of sound to it (I don't know if there is a check engine light or service light on because apparently they both are malfunctioning based on the last repair I had done on the car).I got it home and on Monday morning I changed the spark plugs and wires to see if that would correct the problem to no avail. The car will start every time with no real trouble but now there is a definite loss of power and when I go up a hill I have to downshift to 3rd gear and even then it is slow going. I am trying to figure out if this problem is more related to the fueling system such as a bad line or pump or if there is more likely a more severe problem. I am going to try to take it to a mechanic but if there are things I can try that might save time or money (especially since I am paying some hefty vet bills because my dog was hit by a car on Tuesday) that would be great.
