1997 1.6 honda has problem with #3 cylinder . cylinder has what looks to be ring at the top of it rust colored ,not black carbon like the rest no water present?

1.6 Honda #3 cylinder has rust ring at top the others are black the timing belt came loose then car will not run right and making tapping noise after timing belt was reinstalled?

previous owner replaced the head. the car ran fine but then the timing belt tensioner came loose. reset timing belt but theres a tapping sound now. #3 cylinder has irratic compression like a valve may be bent. the only thing I can see different from other cylinders is it looks like rust at top of cylinder where the others have normal carbon buildup.

Make sure that the top of the piston for #3 reaches the top of the cylinder as the other pistons in the other 3 cylinders do.
If the piston doesn't reach the same height as the other pistons do, you probably have a bent rod.

valve? not valves... the pistons.
pistons 1 and 4 are top dead center at the same time and so is pistons 2 and 3. Make sure the pistons achieve the same height in the cylinder with the pistons top dead center.
This is an example of a bent rod causing the piston to not be at the top of the bore as it was designed.

It could be since the engine is interference and will bend valves if the belt comes loose.
You should send the head to a machine shop and have it checked out.
