1995 Jeep wrangler

My jeep is getting harder to start and my friend watched the throttle butterfly as I tried to crank the engine and he said the butterfly was opening fine but no fuel was flowing in. when the Jeep finally did start (3 tries at about 5 to 7 seconds per crank) the fuel flowed freely. I changed the filter already and the fuel looked clean. Is this possibly my fuel pump going out? Also is there a fuel sending unit inside the 12 gallon tank with the fuel pump? Thanks

You need to have the fuel pressure checked. If you can turn the key to the on position 3 or 4 times and leave it on for a couple of seconds, then it starts, I would venture a guess that the pump is on its way out. Yes the sending unit is attached to the fuel pump module in the tank.

Honestly now i think it is electrical. When the key is turned to the on position all the lights on the dash are supposed to come on and then the check engine and shift arrow will go off. Well when it is cold and i turn the key to the on position the check engine and shift arrow don't light up and it won't start when cranked and then after a short time I heard a clicking sound that came from the fuse box under the hood and then when I turned off the key and waited a minute and then turned it to the on position all the lights lit up like they should and then I started it right up. I have a brand new battery in the jeep that I got 2 weeks ago so I may have to trace it down slowly.
