My work van is having trouble starting with the approaching cold weather. In the morning it won't start. The engine turns, but it seems to not be getting fuel. If I leave the key turned over for a while the fuel pump relay begins to rapidly tick. When it stops I can hear a pumping sound and the van then fires up. Once the engine is warm it start fine. After it sits for a few hours and I try to start it at lunch time it does the same thing but usually doesn't take as long. It started with just a few minutes, now in the morning it takes hours to start the van. My boss had the fuel pump relay and fuel pump replaced and still the same thing. He has this guy that can do things to a vehicle but really doesn't know that much. Before he wastes any more money replacing things unnecessarily, I would like to find out what all it could be or hopefully exactly what it is. We thought the fuel injectors may be dirty and used some cleaner with no luck. Would really appreciate any help.

This is not the type of problem that you are going to get a magic answer for online. It's an electrical issue leading up to the fuel pump relay that has to be systematically troubleshooted using a wiring schematic and an electrical test light during the failure. That means before you attempt to start it in the morning.
