Your fuel pump is not supposed to be on in the "on" position if the truck isn't running. It only comes on for 2 seconds and comes back on when the computer sees a tach signal. You need to check your fuel pressure and determine if it's within spec or not. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

You said the fuel pump ran during cranking. Is it getting the 2 second "key on" pulse? Have you put a gauge on it to find out? ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

How do you know that without a fuel pressure gauge? ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

If you hear the fuel pump running and nothing is coming out of the line, then you need to drop the tank and likely change the fuel pump although you could find a bad rubber connector hose on the pump itself blowing the fuel right back into the tank.

That's right, it means nothing at all or it could be the installation that's the actual problem. The bottom line is if you know the pump is running and there is nothing at the fuel filter, then the tank has to come down.

When you turn the key to the start position without cranking the fuel pump primes the lines, such as hammer time suggested the 2 second run time. Double check then ignition system, plugs... definitely replace fuel filter, might be part of the problem.
