1991 Dakota 7 miles to the Gallon? Help!!!!

I've changed the coolant sensor, spark plugs, distributor cap and rotar, spark plug wires, o2 sensor, pvc valve, air filter and oil breather. It gets about 14 miles per gallon for one tank then it goes down hill really quick to about 7-10 miles per gallon. Before I changed all those things if I put my hand by the tail pipe, I got a handful of soot. I don't see hardly any soot out of the tail pipe now, but I see it on the spark plugs. What else could I be missing? ps. I don't know if this would cause any problems, but my ignition switch is messed up and doesn't crank the engine. I put the key in and turn it to the on position, then I hot wire the starter. Could that be making the choke stay engaged?

Yes, it's getting too much gas. But what is causing it to do this? Is there something that I am missing?????

There is a system for cold enrichment. It would be sensing engine temp and adjusting the fuel delivered for a cold engine. Bet that info doesn't get to the computer and it thinks it's cold all the time, T
