had been running with a pulsing. surging while stopped. getting spark. Stopped at a light and it died and wont start. Fuelfilter? or does it sound more like the pump

A new fuel filter isn't a waste and do drain the old one and look for dirt. A fuel pressure test and any codes stored would help.
See if it will take a prime and start then you have a good idea that you have a fuel delivery problem even if it just dies right out,
