The TPS is adjustable. I really don't think you could adjust it to 4+ volts. Could be install wrong, but not sure. It has been a while since I played with old EECIV. The way you adjust it is by doing what your doing with your volt meter on the signal wire. You loosen the screws and adjust it till it is within those voltage specs in the post above. The problem is the TPS is on the bottom and PITA to get to. You might be able to adjust it with the throttle body unbolted from the intake.

The throttle stop screw isn't supposed to be messed with, but you can adjust it to base idle if someone has been goofing with it, but you have to get that TPS circuit back to normal and there can't be any other issues.
