Sounds like a large vacuum leak? Check all the vacuum lines. Maybe, EGR stuck open?

Choke heater and pull offs working properly and set properly on this? Fast idle speed shoud kick right off the factory 1800 rpm setting with first kick of throttle but bet it isn't. Either adjustment is wrong or primary pull off is not pulling off enough. Step cam must be free by gravity alone. Quads are a pest but work excellent with about 4,000 hours of fidling to make them perfect.!!

It might not be that but that sounds like the trouble. If so it really helps to find a good carb person who really knows these quadrajets. Damn - at least 50% of them weren't right when car was brand new!

At the age - everything to do with vacuum (gaskets, hoses etc.,) and the diaphragms must be right and all are suspect,

Make certain that you are getting 12V to the choke thermostat. Should be constant voltage, with the engine running. Also, if I remember correctly (been a while) there is a choke 'relay' under the dash that dies and will
keep the thermostat from working.

Ok - once warmed and choke off that screw does nothing! There's either another for base idle or a "dashpot" to dampen the return back to idle or even an electric idle control. 1982 - you can put a dwell tach on this and set the speeds to spec or I/we can guess at some that will work for you.

IF YOU ARE MESSING WITH SCREW ON FRONT PULL OFF you will alter the mixture setting which is meant to slowly fade to warmed up mix from the initial cold mix. Choke spring tension is not adjustable TMK on a 1982 and could be trouble and some the heater will quit - should be hot to touch the black cover after several minutes of running and choke strait up and off,
