It appears the wiper switch is functioning and the wiper run/park and high/low relays are working along with the smart junction box. There is a switch inside the wiper motor that is used to change the circuit configuration between high/low and delay/park. The switch inside the motor could be the culprit if the switch is stuck in the high/low circuit configuration.
