the daytime running lights blink on and off. not fast but a slow steady pace that is constant.

If you can get your eyes to blink as the same pace as the lights it will look like they are on solid....... No???? Well it was worth a shot..
If you turn you head lights on with the switch do they still blink? Do high beams, park lights or turn signals have any effect on it?
I don't have a diagram handy but if you can get one, start off with checking out the grounds.....There are some under the dash towards the center and then check engine & body grounds as well but the battery & frt of the car................ Sounds like you have a ground problem....
