this is a 96 subaru outback wagon , the problem is when you put the fuse in the running lights come on and stay on if the car is running or not, and the turn signals dont work?

You have A direct short from a positive wire going to ground /Solution buy A circuit testor at auto parts store connect the claw end to A good ground on the car frame and start from the front poking wires with a fuse in and your light's turned off , If you hit one that turns on light with the ligh's off trace the wire looking for crack's or bare wire's until you find it then simply cut splice in a new peice of wire and connect with A butt connector.
