problem with starting PLEASE HELP

Hello everyone I hope someone out there can help me. I have a 2001 chrystler seabring convert. and everytime I try to start my car it wont start till I change the starter fuse(20 amp) after that it works fine till I shut it off then it does the samething. I took it to many mechanics and they all have no idea why this is happening and tell me to carry lots of fuses with me. I know there is an underlinging problem here but not sure what it is. Can anyone help? P.S. (I have had the starter and everything lokd at and tested and its not those)
