no voltage on relay contacts Sign In

Hi! Now i have other electrical troubles with my Nissan Altima 1993, 200000 Km, automatic, injection, 2.4 l

1. My car stopped working. I traced the trouble and found that the fuel pump doesn't work (turning the key on, no sound in the gas tank);
Following the instructions in Haynes Repair Manual, i checked the fuse (ok) then i checked the relay connector; The problem is, there is no voltage between the contacts for the coil part of the relay, when the car key is on (engine not running). Checking more, there is voltage between one contact and post minus (ground), but nothing between the other contact and any of the baterry's posts. The manual doesn't say anything about this possibility, no voltage on contacs. I suppose is not usual; they say only what to do if voltage is present: continue with checking the relay etc. What should i do now? (the other 2 contacs on the connector are for closing the circuit of the fuel pump, and between them there is voltage, and this means that the fuel pump is closing the circuit, hopefully is good)

2. Checking the fuse i discovered that 2 other fuses, for the rear window defogger, were completely melted, the exterior part. They did't blow but melted. Should I change all the fuses with new brand name ones? Should I look for a short on that circuit? I did have the battery drained early in spring, but I thought that the trouble was at the socket of a headlamp. Maybe there is the cause of depletion of my battery.

i looked up the internet, and found that the voltage should be there only the first 3 sec if the engine is not cranking. I rechecked and is ok., between the contacts for the coil there is voltage for the first 3 sec. i have to move forward and check the relay, etc

i checked the relay and it's defective! hurrraaahhh! (fuel pump is about $500)
