i rebuilt my 1993 dodge dakota with a 3.9 2wd i turn the key and nothing starter does not turn no power going to starter /igot power going to three sides of relay 12 12 and 8 can jump starter but it will not engage can some one help

You don't have power to 3 sides of the relay. You're testing it with the relay in place and reading through the relay. You're missing the trigger ground which is supplied through the neutral switch.

the dealership told me the the 8 volt pin is from the neutral switch but should it be more than 8 volt or should it be zero

and also that is with the relay out

OK, ask them why it doesn't start then. I just looked at the wiring diagram and the neutral switch supplies ground.

The relay only has 4 wires going to it. One of them supplies 2 pins.
