2002 dakota all lights flash on/off at random;only with engine running. will happen while sitting still,rough road doesn't effect. turn off engine, lights are fine.

Maybe have the charging system & battery tested; the lighting system itself is probably ok; with you saying they do not flicker with the engine off.
If the alternator is randomly turning off and on, for whatever reason; the constant change in system voltage will make the lights flicker.
This random on and off could be caused by the alternator beginning to fail, the voltage regulator beginning to fail, an intermittent wire connection or a battery that is sulfated and not taking a “normal” charge?
