headlight trouble

I cant allways turn on my headlights using the switch on the column. The dashboard wont light up either, or the driving lights and the brake lights only work when I step on the brakes. the blinkers and everything else works fine, and I can turn on the brights, but nothing else. what it is?
The vehicle is a 1998 Daewoo Lanos S I4 1.5 liter

Can suggest generalities only as they don't sell that car where I am. Trouble should be either a relay for lights or the multifunction switch itself isn't sending the signal. Brights are common to be powered separately as a "flash" to warn of passing or of trouble ahead for oncoming traffic here and will work when headlights are otherwise off,
