grand prix security problem

the problem is: the car does not start or crank. i have to try several times and some time i have to wait for some time then it starts.
one of my friends said it is a security problem (thift lock)
i then noticed that the security light stays on, and when it blinks or goes away it starts, but from second or third try. is it possible to remove the security check (i unpluged the fuse and nothing happen)
or is it some thing else not a security problem.
