electric horn problem

I have a 1989 Chrysler Maserati TC 2.2L turbo. Changed the steering wheel out and horn will not shut off. Removed horn relay, which was very hot, to turn off horn. New horn button is not connected. Horn sounds as soon as steering wheel comes in contact with steering wheel shaft.

Sounds like it was either installed incorrectly or the wrong part.
