brake lights inop

I have a 94 chevy 1500 4x4 with a 5.7L. when the ignition is on I have no brake lights, but when the ignition is off they work fine. I have tested the connectors to the brake light circuit boards and am getting power all the way back when the ignition is off. The third brake light works no matter what. I'm stummped!!!

Since no one else has replied, and this is gonna seem 'way out there', you may want to check the ignition switch. It contols the power to 'most everything'. It is mounted on the steering column and is adjustable. Just a wild guess.
