blower motor malfunction

My 1998 Honda Accord LX has a heater motor that won't work on speeds 1,2,and 3, but works on High, speed 4.
Power at motor power plug shows 4 volts (+ -) on speed 1,2, and 3, and full voltage on speed 4. I removed motor and squirrel cage (full of insulation!), disassembled the motor assembly, used a can of cleaner spray to remove the carbon, and reassembled it. On the bench, all 4 speeds work fine (windmills at about 2 volts). But, no change when mounted in car. I am now looking at the speed selector switch, but can't get an ohmmeter test out of it. Am I missing something somewhere?
(in 45 years of driving, this is by far the best car I've owned.)

The speeds are controlled from the ground side of the circuit. What you likely need is a new blower motor resister which is located right next to the motor.

How could I have missed that, with taking the motor in and out? But, I didn't know what it was anyway.
I have it in hand, will replace it, and report back.

Agree with HT and Dan; But, you're going to have to perform a 'mouse-ectomy'. That insulation didn't get there on it's own.

Quick, easy replacement, 2 screws and a plug.

All it does is add resistance to the ground side making the motor turn slower on the lower speeds. Similar to adding corrosion to a wire making current harder to flow through a circuit.

The resister supplies the ground for the motor that is powered all the time. The are multiple resisters in there of different values. the higher the resistance the ground passes through, the slower the motor runs. A direct ground, which is bypassing the resister would be high speed.
