blazer will not start

My blazer will not start. When I attempt to start it, it will not turn over. It rumbles. not sure what is going on. The battery level is .25 to line 14.
Can you help me in trying to find out what is going on. I need to go to work. I am car stupid.

Not sure of your description but here goes. GM side post terminals are a trouble spot even when they look good. If a problem is there jumping the vehicle won't help either.
Not sure what you meant by .25 and 14 line? On what? Voltage is one thing, and important info, but it takes powerful amps thru good cables to really crank an engine.
More diagnosis to know what's really lacking such that this doesn't crank or start if it does crank,
