Guess the problem

Around 7 yrs. ago I had a shop put in a car starter, only, in Moms 1999 Lincoln. The highbeams haven't worked since. She says to not worry because she never drives at night lol. When the turn arm is moved, the lowbeams go out too, but the dash indicator works. Does this sound like fuse, C.B, F.L. etc or even the lights themselves or a more involved look at the technicians work. Back then, and now, me and the car are a good ride away but then, my mothers was only concerned with my fathers huge health problems and didnt care about the lights.

Check for burned out fusible links at the starter solenoid, near the battery.

Well I ventured under hood and found the battery lol. I have to try again after seeing a mini fuse missing in the underhood, battery, area. Now I have the E-manual.

Look in the battery junction box under the hood and find the high beam relay. Have someone turn the high beams on and off. Does the relay click?

With the e-manual, I saw that relay and was gonna check it by replacing, but will do like you say. I am hoping the missing mini-fuse is the problem or the relay. Thanks again, you guys are great very helpful to many.
