The turn signals on my 1999 Chevy Blazer don't work. It would work sometimes and other times make a loud buzzing noise. Now It doesn't work at all, it just makes a loud buzzing noise. How can I fix it?

There's a good likiness it's the flasher. Not sure if one or two use. Check hazzards if they work and the bulbs light. If so that suggests bulbs aren't the issue but it's either that flasher which frequently is right in the fuse panel or if two separate ones used it's usually above pedals in the least handy spot - helps if you can hear it to know it's the one and just replace it or if the same exact one as for hazzards swap it for testing first.
Just checked - it appears there are two and they are identical and look similar to above,

Actually Tom there’s only one flasher for this application; it’s hard to tell without looking at a diagram, to be sure.
Here are a couple of diagrams, one showing the fuses and switch; the other showing the combination flasher.
Notice the wiring labelled X, W and V in the first diagram (bottom right). These same letters (wires) are shown in the second wiring diagram. Why they didn’t show all this in one diagram is beyond me?
Like Tom said I would try replacing the flasher first.
The component locator says it’s behind right side of dash? Thanks a lot locator; it’s not a big truck but there’s a lot of crap under there. LOL
Try following the noise that the flasher is making that should take you to it.

Turned on the turn signal and followed the buzzing noise to a spot under the glove compartment, removed the cover and saw the flasher that was identical to your picture. I removed it and replaced it with a new one and the turn signals and emergency flashers work fine. The only problem I had was there is a plastic strap that goes around the flasher that I was not able to get back on due to the very small space for me to fit my hand in. Thanks for your help.

Great! Thanks to Dan for knowing that it is just one!
To attach again out of harm's way you can use common wire ties like these,
They have those everywhere and could use a super long one to slip knot it up where it's harder to hold to do in the place you want it to stay,

That spot under the glove compartment is ironically called the convenience centre; I guess they call it that because it holds a number of the accessory’s relays?
But when I first ever read the name and then actually found it; I thought it should have been called the inconvenient centre; one of the hardest places to get at. LOL
