Turn signal problems

I just bought a 1992 honda civic. I can't find the flasher for the turn+emergency lights. Also were is the fuse for these?

Guess: Since both don't work it's probably not a flasher but never be certain. Check owner's manual for fuse locations or test them all with a test light not just by looks. Directionals should require key to be in run position and hazards should empower any fuse constantly,
