So many things need be disconnected, get bumped or disturbed in the course of an engine overhaul they must be rechecked. Things electrical begin and end at the battery. I'd be looking for proper grounding of the engine block to the body of the vehicle. There may be a few grounding straps to accomplish this that may have been broken, disconnected or weak connections that need attention.
