Starting Problems

I've been working on a 1990 Mercury Cougar with a V-6.The ignition switch and starter coil have both been replaced. Even with the battery fully charged when you turn the key forward the dash lights go out and the starter doesn't turn. I'm thinking that it's the switch down on the column further but I don't know.

? - Everything goes out when starter should be cranking? That's consistant with a battery cable problem. Check and clean both neg and pos thru to starter,
