SES Light - Code P0480 (cooling fan 1 control circuit malfunction)

2002 Pontiac Firebird 3800 V6
i need help. i have this code and I cannot seem to fix it. Code P0480 cooling fan 1 control circuit malfunction.

things i have done to attempt fixing:
1. replaced the relays - no fix
2. checked fuses - all OK
3. verified 12v to the relays - OK

fans DO NOT come on at all. car DOES NOT overheat - i even let it idle for 45 minutes on driveway when it was hot out. needle never goes above 210 mark on gauge (assuming that's roughly 190*)

Fans DO come on when AC is engaged.

Do i need to trace out the negative wires from the relay to find a break? can I do that myself as I have no electrical experience. I dont really want to spend $84/hr for the local shop to find and fix this.

to be sure
there are 3 relays - All new?
2 fuses- 40a and 10a - you probed fuses not just looked - there is 12v KOEO?
The ECT sensor is not coding- no other codes?
Will the fans engsage with AC selected? one or both fans on?

As they work with AC thats good - the temp needs to be @220-230*F to get them on.
I will take a swag- relay 1 was bad the replacement corrected the issue - try resetting the PCM erase the codes and advise if it reappears

This is a pretty complicated circuit that provides 2 speeds. You may be lacking one of the speeds or it may be an intermittent problem.

That shouldn't be really hard to diagnose because all you have to do is check voltage with your volt meter at the PCM's connector C1 pin 6 dark green. You should see 12 volts sitting at that pin with the ignition on. You can also ground that circuit at the PCM connector to see if the relay turns on.

What is happening is the PCM is monitoring the voltage on that circuit when the ignition is turned on. Normally it will see 12 volts sitting there until the PCM commands the relay on. Then it should see 0 volts. That is how the PCM knows the relay is unplugged or you have a problem on the coil side of the relay circuit. The PCM has no earthly clue as to what is going on with the fan motors or the contact side of the relay circuits.

You might need an enhanced scan tool to look at the PCM's datastream to see if the low speed fan is being commanded on. The reason is if the datastream shows the low speed fan being commanded on, but you see 12 volts at the pin, then you have a computer problem.
