Multiple electric failures in run mode only

07 chevy Equinox 3.5L, 33K miles turn signals, flashers, door locks, windshield washer, bright lights, fog lamps, don't work when car running. Wipers work in one speed only. All these issues work when key is just in the "ON" position.

GM issued a TSB,(Technical Service Bulletin ) that MAY apply for this concern.
Seems the Wiper motor induces a voltage spike that causes an internal failure in the Body Control Module.
Repair is to replace the Wiper Motor and Replace the BCM
BCM needs to be programmed when replaced.
