I assume from your question that you have tested for power and ground at the motor and it is the power that is missing. Check 30amp fuse #2 in the inside fuse box. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

Then I don't know what you are test because that fuse runs directly to the motor. What and how did you test? ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

the fuse is easy with a volt meter it sounds and looks good. The fan it was tested with voltage applied with jumpers. The fan was taken out then checked good. After it was reinstalled the fan does not spin up. The connector was checked with engine on and the 13 volt is present on on side of the connector. I don't see if the ground side goes into a relay or the climate control.

OK, that's what I thought. It's the ground side you are losing and that is the control side. You probably probably have a bad blower speed control module. It's mounted in the evaporator housing in the engine compartment.
