Jumping Speedometer Sign In

I have a 1995 Merc Sable. 99,000 miles. The Speedometer starts jumping. Car going 30mph, jumps, bounces up to 50 back to 40 up o 60 etc. Then drops down to where it should be. How can I fix this issue?

I believe that this year of Sable/Taurus still used a mechanical, cable driven speedometer.
This cable is connected between one of the transmissions output shafts and the speedometer head (gauge).
The cable is made up of two cables in one; an inner and outer. The outer shell is usually made of plastic; which protects and routes the inner cable. The internal cable is made of metal and is spun by a gear inside the transmission; which in turn spins the gearing inside the speedometer head; causing the gauge’s needle to move, showing your speed.
What happens sometimes is that the inner cable will begin to bind inside the outer cable. This binding will cause the inner cable to wind up and then spring loose; which in turn could be causing the speedometer to do the jumping you described.
The first thing too have checked; is if there is any damage to the outer cable allowing moisture or dirt too get inside to the inner cable. If so the cable assembly will need replacing.
If there is no visible damage; there is a chance that all that is needed is to have the cable(s) disconnected from the vehicle; taken apart, cleaned and lubricated.
With all that being said; the problem could be right inside the speedo head; that it is sticking and it needs cleaning or reconditioning?
Regardless the cable needs to be checked, cleaned and if binding replaced before you can begin looking at the speedo head itself.
