Heater-AC Fan works only on High

2000 Toyota Camry LE 4 cyl - the heater-Ac fan motor only works on the High speed. I removed the cover from the under the glovebox adn the wires from the connector on the back of the fan motor disappear into a mess of other wires. How do I remedy this situation to get the fan motmor to run on all speeds again?

That is most likely a bad blower motor resister. It's located in the heater housing, next to the blower motor.
