Headlights not bright

I have a Toyota Corolla 1994 model the headlights are not so bright.I have replaceced them with new ones and have changed the bulbs to the highest Amps but still no improvement so i have put small spot lights to help with view at night.Please help i need brighter headlamps.What do i do?

Are the lenses clear? You could also have a weak ground for the bulbs,
