Hello fellow Road Warriors,
Thanks in advance for any assistance you can provide.

Vehicle: 1999 Dodge Avenger
Engine: 4 cyl
Mileage: 168,900

Hey, I know this vehicle is 10 years old. I am working to get it through another Cleveland, Ohio winter ('09-'10) and I plan to donate it to a friend who wants it in the Spring '10.

The Problem: After the engine is started the car goes through its normal cycle with no problems (10 secs), but recently the electrical discharging- battery - light has been coming on the dash and will not go out. When the light comes on the rear window defroster stops working and the power steering does not work ( very difficult to turn)-is this related to the battery issue? After about 3-5 minutes the power steering begins to work. I read the factory manual for the car, but it only suggests taking the vehicle in to be serviced if the elecrial- dash light stays on.

My questions is/are...is/are there any basic troubleshooting techniques I can perform before calling the dealer? Do you think the electrical/battery light is related to the power steering? How do I troubleshoot the power steering issue?

Maybe have a check of the accessory drive belt and its tensioner?
If for some reason the belt is slipping; the alternator and the power steering pump may not be driven hard enough, for them too do their job?

I think you hit the nail on the head. I will have my mechanic tighten and replace the belts.
