Echo alternator voltage drops at higher RPM

2001 Toyota Echo (I think there's only one engine size) manual transmission With all accessories on, at idle RPM the alternator/battery voltage is good -- close to 15v. When RPM is raised, the voltage goes DOWN to around 12v. When I drive on the highway for a while, the battery light comes on. The car has quit three times under these conditions. If I up-shift to bring down RPM, the light goes off. The alternator and serpentine belt were replaced last summer 2011, the battery early January 2012. My mechanic has checked it three times. Any solutions?

Neither of those readings are good. 15v is too high and 12v is too low. test the battery first but it sounds like a bad alternator.
