Dash and Tail Light out

I have a 1995 Oldsmobile Achieva S 3,1L V6 with 164xxx miles, my dash lights are out (not including gauges or idiot lights) and my tail lights are out. this has happened to be several times before, it will go out for a couple weeks and then with out me repairing them they come back for like 2 months and the same thing happens. I tested all fuses and the problems continues to happen. my brake, reverse, turn signals, and headights all work fine. if someone could help me out i would greatly appreciate it.
