Car unsolvable. HELP!

Year of vehicle 2002
Make of vehicle Chrysler
Model of vehicle Sebring
Engine size 2.7, i think
Mileage/Kilometers 200 000 kilometers
I am having a hard time figuring out what is wrong with my car. The radio will not turn on also when the car is turned off the horn won't work, the lock on my keys will not work (but when keys are in the ignition they will unlock the doors). I had gotten the fuses checked and they are all good. I had a guy look at it and he was thinking Ignition switch but when he went to change it the car shut down on him.. So we r thinking wires? the guy who was trying to figure it out was thinking maybe a mouse or something bite into the wires.... but was hoping somebody out there had a similar problem and had a better solution. Because to open it up and search every wire will turn into a big mess. HELP please!
My car also haves this GPS thing in it where if insurance or payments (Which are done) werent made the car would be shut down or if someone try to steal my car i can get the car to shut down on them and it can be tracked.

Guessing this GPS and ability to shut down car is aftermarket stuff. That stuff and the way many get butched into wiring frequently becomes the problem. If so, look there first,
