Car runs with Obd II scan tool plugged in only Sign In

I have a 99 Ford Escort wagon 2.0L 4cyl with 4spd automatic. The car was running fine yesterday and would not start today. I popped the hood and found the negative battery terminal corroded and broken. I replaced the terminal and also replaced the battery since it was 10 years old. After fixing/replacing these parts the engine would turn over but not start. So I got out the obd II scan tool and plugged it in and turned the ignition of but did not attempt to start the engine. The scan tool indicated there are no codes read. With the scan tool plugged in I attempted to start the engine and it started and runs fine with the obd II plugged in, but when I remove it will not start and when running it will shut off when I disconnect the scan tool. So, I checked all the fuses I can find and did not find any blown fuses. Any suggestions?

wfsimons; When you lost battery voltage, you also lost KAM (keep alive memory). Any trouble codes that were stored, if any, were lost. It will require a couple of drive cycles for the computer to relearn idle stratedgies. May stall, shift eratically, ect.
