Camshaft Sensor Issue on BMW E36 Sign In

Hi, I am running out of ideas whist trying to sort my car out, it's a BMW E36 328 1996. If any one has any suggestions I would love to hear them!

The Problem:
I have all of the main symptoms of a failed camshasft sensor, poor low end torque, loud injectors, slightly bad starting and poor consumption, to also confirm, the error code, 'camshaft sensor signal not plausible' is picked up by the diagnostics, when cleared it comes straight back when the engine is started.

What I have tried to solve the problem:
A new sensor unfortunately didn't make any difference, to make absolutely sure I tried a second new sensor, which also didn't help
I have checked all sensor wiring, for continuity and and grounding. Also each wire against the other two wires for shorting issues. Nothing unusual was found.
I have checked engine grounds
I have had the ECU tested, no faults found. To be absolutely sure I had a second ECU codded to my EWS immobilizer, unfortunately the problem is still present

The thing I have noticed that is not what I expected is the voltage on the camshaft sensor pins, with the plug disconnected and with the ignition on. They are 0v 2.5v and ground. I expected these to be 5v, 5v and ground for the hall sensor to work, the crank shaft sensor is 5v, 5v and ground.

I am fairly sure that the ECU is OK, can you think of a reason what may cause these readings, (if they are incorrect)?
At the ECU I can pick up a waveform from the crank sensor but nothing from the camshaft so it is definitely not working.

Thanks in advance.
Chris
