"Blown Fuse" Panel lights

Hi, I have a 1991 Oldsmobile Cutlass Supreme with a 3.1 liter V-6 and four speed automatic the Car has 76000 miles and runs quite well. I keep blowing the insrument panel Fuse.
I checked under the dash and could not find anything "shorted". Any Ideas as to were to look next? or any way to diagnois the location of the "short".
