'99 VW Jetta with no air or heat

I am looking for any information on where I might look to find the problem with my air condition and heating fan in my 1999 Jetta. The heat works, the fan just doesn't kick on to move it anywhere. This has become a real problem now that the weather is cold and I have no defrost. Anyone have this problem before? I have the manual but can't figure out where the relay or electrical connection is. Any advice?
