'98 Town & Country LXi electrical

We bought a '98 Town & Country LXi about three years ago. We replaced the starter in October 2007. We seem to be having some sort of electrical issue now and need some advice. Here are the symptoms: 1) the clock has never kept the time, it always resets to 12:00. 2) There is a buzzing sound from the vicinity of the fuse box under the steering wheel. 3) The buzzing stops if you either depress the brake pedal or close the door. 4) The buzzing starts if you try to unlock the doors, turn on the car, turn on the lights. 5) Keyless remote will not work. 6) Last week when we left dinner, the odometer and gear display were blinking and the radio kept cutting in and out. I stopped the van, turned it off and back on and it was fine. 7) We have always had the oil changed at a large store (think yellow smiley face where the founder has his own brand named after him - Sam's Choice) where they are supposed to check all of the fluids and top them off. When I went to check the power steering fluid tonight (which I've never done before), the dipstick is broken off about 1/4" from the top (like most of it is missing).

The mechanic that I was recommended is hunting in NY state til Thursday. Can anyone hazard a guess as to what this might be? And please be kind, it's only a couple of weeks til Christmas and my wallet can't take too much of a hit.

So many variables, it’s hard to say where to start; testing all the fuses, I guess?

Try and find all the ground connections you can under the dash; making sure however they’re connected, that they are clean and tight. You’ll find push on connectors on a metal strip and bolt on connections through an eyelet to an under dash metal brace.

With the radio & whatever else that is acting up turned on; twist, pull & wiggle as much of the wiring harnesses as you can get your hands on. In an attempt too get something to act up; due to a bad connection.

The last generic thing I can think of to try is to play with the ignition switch. In an attempt to get a reaction; as in things turning on & off; without actually turning the ignition switch, on or off.

I pulled out all of the 10, 15 & 20 amp fuses and there was one blown (Heated Mirror). I replaced it, but it didn't change anything. I'll try to look for the other things you mentioned after work today. Thank you.
