98 Isuzu Rodeo 2.2L Fuel pump inoperative

This is a 98 Rodeo 4 Door with the 2.2L 4 cyl engine
The fuel fuse is good. The fuel pump relay works OK, but there is zero fuel pressure, and no sound from the fuel tank when the key is turned on.
Also, the fuel gauge shows empty and there is about 1/2 tank full.
The car starts and runs as long as I spray starting fluid directly into the air intake.
First question: Is there access through the floor to the connections to the fuel pump? Is there an emergency fuel cut-off relay? There is a fuel cut-off system on the 2.3L engine. (The car was towed recently) Is there anything in the ECM that could cause power loss to the pump and gauge?
