Kind of sounds like a lack of ground problem.
With only one circuit energized, the light will light because it will use another feed circuit to find ground. But when both circuits are energized, there isn’t ground to be found; by back feeding thought the off circuit.
Looking at most external light circuits, they are three legged; two power feeds (tail & turn signal light) and one common ground. If the ground is missing; one or the other power feeds, after going through the bulb; will back feed the light circuit not being requested and finds a ground through its circuitry. When both light circuits are requested; the power of both cancel each other out and nothing lights; until the third leg (ground) is added.
Most manufacturers (all but VW) use a black wire as ground; VW has always used a light brown wire as the colour for their grounds.
