That light is an indication that the computer has found a problem in the airbag circuit and disabled the system. It stores a specific trouble code that can be retrieved using diagnostic equipment. The system resets itself every time the key is cycled off and runs a new test when it's turned back on so you have a hard failure and the light will remain on until it is repaired.
If by chance you find that the horn and cruise control isn't working either, then post back with that.
